摘要
为提升风景园林促进公众参与气候变化应对的关键作用效果,基于公众参与的“认知-情感-行为”3个过程维度和计划行为理论,提出了风景园林促进公众参与气候变化应对的干预途径框架,涵盖提升意愿-激发行动-长期投入3个层面的7项关键干预举措:在提升意愿层面,将气候变化信息融入多感官的公共空间设计和活动体系,利用空间要素模拟本土可能出现的气候变化影响,提升公众的气候变化认知和情感链接;在激发行动层面,营造快闪的低碳生活体验,开展参与式低碳营造;在长期投入层面,推动公众参与气候变化应对的政策保障,搭建社区自组织平台并拓展资金来源,完善应对行动的反馈机制,促进可持续的公众参与。结合我国国情,提出中国在促进公众参与气候应对方面未来需要重点开展的具体工作建议,主要包括3个方面:提升意愿阶段转变传统标语宣传方法,在规划设计中融入更多气候变化信息;激发行动阶段优先开展低成本的参与式低碳活动,促进公众参与度;长期投入阶段,在政府的引导下拓展资金和自组织平台搭建,并发展可持续的评估反馈。
近年来,极端气候状况频发,引起全球对气候变化问题的普遍关注。与此同时,中国“双碳”目标的提出也引发国内各行业的广泛关
目前,促进公众应对气候变化的工作主要通过政策宣传和媒体报道,但这种方式与公众生活缺乏紧密联系,培养公众的气候变化参与意识并改变其日常行为的效果并不理
因此,本研究基于公众参与的“认知-情感-行为”3个过程维

公众意愿是公众参与应对气候变化的基础。风景园林可以主要在认知层面干预公众,提高其气候变化的应对意识并获得相关知识,尤其需要强调在情感层面建立公众与气候变化之间的链接,进而促进公众产生参与气候变化应对的主观意愿,为接下来的行动奠定基础(

风景园林在认知层面的干预主要是促进公众了解气候变化的原因、影响和解决方案等信息。由于气候变化影响很难在环境中短期观察
风景园林可视化的工具已被证明是提升认知的有效途径,可以通过可视化的景观工具,模拟气候变化前后的图片场景,表现引起气候变化的原

空间的活动体系同样也可以融入认知干预的功能,通过公共空间中的演出和互动游戏向公众传递应对气候变化的知识。例如,法国DéfiPlanet气候变化主题公园通过构建整套科普体系,让公众在问答、游戏等互动参与的过程中提高认
研究表明,对社会环境更有感情的人,更愿意与社会互动并监督环境的发展,对气候变化应对的意愿也更积极。这种情感层面的反应主要来自公众对环境本身的地方依恋,以及公众的集体凝聚力和团体意
通常情况下,本土化的、与个人相关的空间场景,相比于其他信息更能够有效激发公众的地方依
风景园林对集体凝聚力的提升则主要通过公众集体参与气候变化相关的活动,实现社会交流与互动。例如,Kelowna, BC.社区的居民可以使用社区工具包来了解自己所在的街区,并在线共同绘制整体气候变化地图,由此提升对气候变化的关
在拥有主观意愿的基础上,公众需要进一步的转变行为以应对气候变

即使是具有高度的气候变化认知和情感关注的公众,在行为应对上仍会受到一些主观和客观因素的限制,如受到自身的年龄、教育水平、收入情况等因素限制,或缺乏行动所需的知识、时间
快闪空间是以通过短期临时设置引发即时影响为目标的城市空
通过参与式应对行为,公众能够获取相应的减碳增汇技能,并促进组织培育和集体意
在参与式营造的各个环节,需要融入气候变化应对的目标。设计参与阶段可以让公众了解社区的减碳增汇进程,如公开的咨询会、问卷调查等活动,还可以利用可视化的拼贴图和模型对方案进行展示。建设参与阶段可以向公众提供参与减碳增汇实践活动的机会和空间。后期活动参与阶段可以组织开展面向各年龄层的公众绿色生活科普活动,如制作零废弃花盆、堆肥箱介绍、废弃物装饰改造等活动。例如,智利的回收物广场就是利用公众提供的废旧轮胎、木板和塑料瓶等材料,组织大家共同建造广场上的游戏座椅和遮阳棚装

在提升公众参与气候变化应对的意愿和开展行动后,建立长期、有效的行动机制是推进公众应对气候变化的重要保障(

政策法规为风景园林长效干预公众参与气候变化提供了规范与支持。但是,目前风景园林行业尚未被纳入我国应对气候变化的战略规
除此之外,应对气候变化的政策制定过程中应强调公众参与,培养公众参与知情决策和政策制定的赋权感,并且将公众参与明确纳入政策法规。波士顿政府联合当地风景园林组织共同制定了《气候就绪波士顿计划》(Climate Ready East Boston),通过举办“15分钟咖啡闲聊活动”了解公众对海平面上升后如何影响生活以及对波士顿未来发展的想法和建议。目前中国国内的公众参与程序设计均停留在实践层面,还没有非常明确的法律依
此外,通过政策激励也是影响个人行为的有效途径。积极的激励可能包括直接的财政激励,对参与应对气候变化组织进行奖励,或优先处理能够减碳增汇、增强生物多样性等气候积极设计的景观项目许可等。如马萨诸塞州颁布的《绿色社区法案》(Green Communities),鼓励社区做出更为环保的能源使用举措,对满足减碳增汇的社区基础设施采用快速申请和许可建设程
研究显示,即使公众有足够应对气候变化的意愿和高度参与行动积极性,缺乏体制和经济支持仍会阻碍公众的持续参
资金是推动和支持自组织可持续应对气候变化过程中的根本保证。通过众筹、捐赠、政府补贴等渠道,争取企业、基金会等社会组织的资金和资源支持,实现“自我造血”的自组织具有更高的社会服务能
缺乏气候变化的监测机制已被证实是公众参与气候变化持续行动的障
反馈的首要任务是向公众提供准确、有用的信息。为了量化应对气候变化的行动结果促进公众的持续参与,未来需要制定标准,根据绩效指标定期对行动结果进行评估,并针对具体气候变化行动项目开展跟踪测量。绩效可包括定量数据(如花费的资金、减少的碳排量、避免的洪水量、空气质量等)、公众参与态度、公共空间使用率等指标。
可视化信息对普通人来说更易理解,能够促进个人气候应对行动的积极反馈。风景园林媒介和方法可以作为联系科学和实践的催化
风景园林作为重要的社会干预途径,对为中国“双碳”目标的实现营造全社会参与的氛围意义重大。本研究构建了风景园林促进公众参与气候变化应对的干预框架,提出了3个层面干预阶段和7项具体干预途径。设计师和管理者需要根据不同的设计环境和公众参与情况进行创造性地应用,力求发挥综合促进效益。随着气候变化研究的不断深入,相关学科的研究成果将为风景园林的干预实践提供更广泛和更加有效的技术支撑。
近年来,有关风景园林应对气候变化的研究和实践正逐渐完善。然而目前我国的风景园林干预公众参与气候变化应对的工作仍处于起步阶段,干预过程面临着复杂的挑战,如公众参与度低、调动难,实施保障不够完善、协同难等,亟需强化3个方面工作:(1)在提升意愿阶段,我国的气候变化应对的推广仍以宣传标语等传统形式为主,未来可以利用多感官的设计方法,在规划设计中融入更多的气候变化信息,强化公众吸引力,建立公众参与气候变化应对的社区情感链接。(2)在激发行动阶段,针对我国气候应对的公众参与度低、集体互动行为较少的现象,可优先开展快闪低碳体验等低成本的活动、参与式的低碳营造和科普教育项目,鼓励更多居民体验低碳生活方式,掌握低碳生活技能。(3)在长期投入阶段,公众参与应对的可持续发展涉及多部门、多流程、多主体,不仅需要政府全力引导,制定政策法规保障参与实施,更需要鼓励自组织的形式,通过公私合作搭建多元主体协同的平台和参与机制,提供可持续的资金激励和评估反馈。
