Abstract:Hall argues that policy paradigm serves as the guiding principle or concept for formulating and understanding the creation of public policies,representing the general objectives behind the policies.The core of this theory is to deconstruct the policy paradigm into“objective - tool selection - tool configuration”.The ongoing reform of the homestead land system in China is currently at the “third stage”of the policy paradigm,which is a major transformation in policy objectives and concepts.Building on Hall’s theory,this paper conducts an applicability transformation in the field of homestead policy and constructs a theoretical framework for homestead reform consisting “context-objective function - budget constraint-policy design”.It then classifies and analyzes the tool dimensions followed by reform pilots in various places and the exploratory measures taken,concluding that under resource constraints,establishing policy objectives and optimizing these objectives through innovative policy tools is the inherent logic of the current homestead reform pilot.
