Abstract:The development of new rural collective economy is crucial for the comprehensive revitalization of rural areas and achieving rural common prosperity.Based on the research into government behavior in the development of new rural collective economy,it is found that integrated management is an important feature of grassroots government developing new rural collective economy in the new era.Case studies have shown that county governments use institutional integration to aggregate institutional resources and optimize the institutional environment for the development of the new rural collective economy.By creating a hybrid business model based on resource integration,they cultivate business entities,and encourage farmer participation,thereby improving the management system of the new rural collective economy.Furthermore,through the integration of interests,the interests of governments, enterprises,rural collective economic organizations,and farmers are closely connected,establishing a community of shared interests through the distribution of collective economic benefits,thereby consolidating the social foundation for the sustainable development of the new rural collective economy.Institutional integration,resource integration,and integration of interests constitutes the key aspects of the integrated management behavior of county governments,with the three mutually reinforcing and collaboratively drive the development of the new rural collective economy.
