Abstract:Integrated urban-rural development is an core requirement for implementing the new development philosophy centered on innovation, coordination, greenness, openness, and shared prosperity. While China has made significant progress in this area, yet there are still some notable challenges, including unresolved institutional barriers hindering the free flow of resources between urban and rural areas, pronounced imbalances and lack of coordination in urban-rural development, misaligned development concepts and perceptions, inadequate industrial support capabilities, and the need for improved mechanisms to promote shared prosperity. To promote integrated urban-rural development and foster a new development paradigm of urban-rural integration, it is necessary to implement the guiding principles of the Third Plenary Session of the 20th Central Committee of the Communist Party of China with the new development philosophy as the guiding framework.. This involves coordinated advancement in new industrialization, new urbanization, and comprehensive rural revitalization.Key strategies include enhancing the quality of urban and rural development effectively, addressing the shortcomings in agricultural and rural development, removing the barriers hindering integrated urban-rural development, accelerating the market-oriented reform of elements, promoting spatially differentiated planning, strengthening environmental governance,fostering industrial integration, and ensuring equitable access to public services.
