To accelerate efforts to build China into the agricultural power, more attention should be attached to the importance and urgency of ensuring a stable and safe supply in food and important agricultural products. But that is the bottom line requirement，not all of the main tasks. Ensuring the stable and safe supply of food and important agricultural products is a systematic project. We must not lose sight of this and should enhance the thought of the industrial chain and supply chain.By analyzing the lessons learned from Brazil’s food security problem， it is proposed that the solution to the problem of food security is not only that“the rice bowl should be mainly filled with Chinese food”， but also that these food sources must be “autonomous and controllable”. Building China into the agricultural power should be combined with consolidating and expanding achievements in poverty alleviation and promoting the rationalization of the income gap between workers and farmers and between urban and rural areas. In promoting the innovation of agricultural organization structure， more attention should be paid to developing agriculture by relying on the double-tier management system， so as to drive small farmers to cooperate in operation and increase their income together. At present， it is imperative to build China into the agricultural power and we should go on to promote relevant research and strengthen their inclusiveness and interaction.
