In the context of rural revitalization strategy， the improvement of rural human settlement environment should not be limited to the dual game structure of governance subject， but should be based on the balanced governance and integration of administration and autonomy. It is found that the absence of administrative integration and autonomy weakens the vitality of endogenous resources embedded in village life governance， and cannot respond to the human settlement environment renovation work guided by national modern governance rules. The practice of rural human settlement improvement in the balanced state of administration and autonomy strengthens the community consciousness of local rules with the output of administrative resources， and activates the acquaintance society within the informal organization to achieve the balance of the dual-track governance structure and mechanism and realize the village living environment renovation of low cost and high benefit. From the perspective of the equilibrium relationship between administration and self-government， the rural residential environment regulation should find a balanced order between administration and autonomy in the tension between the strong governance capacity and elasticity of the village social structure. Furthermore， it is advisable to improve management efficiency and promote the rural ecological civilization construction through introduction of grassroots governance rules of modern embedded village living environment from outside and activation of rural society vigor by integrating endogenous resources from inside.
