Based on the theoretical elaboration of the connotation of High Quality Agricultural Development and the shortcomings of agriculture in China,this paper combs the international experience of Japan, South Korea and other typical smallholder countries in improving the quality of agricultural development. This paper holds that ensuring supply,optimizing structure,improving quality,efficiency and management system are key characteristics of High Quality Agricultural Development and China should base itself on the reality of small-scale agricultural production to promote High Quality Agricultural Development. In this regard,Japan and South Korea’s typical experience of promoting structural reform,improving socialized services,strengthening R&D,promoting industrial integration,creating a new team of farmers,promoting green transformation and consolidating “soft power” is worthy of reference.
