Based on the survey data from 197 villages in 5 provinces of eastern,central and western China,this paper adopts OLS and ordered probit model,and takes the use of “River Chief System APP” as an example to empirically analyze the impact of technology embedding on policy implementatoin of village-level river chief. The study found that technology embedding has a significant role in promoting the policy implementation of village-level river chief,and the findings still hold significantly after the endogenous and robustness tests,indicating that technology embedding has a robust “empowerment” to the policy implementation of village-level river chief. Compared with village-level river chiefs in the eastern region which is established earlier and of public expression-based participation,technology embedding has a weaker impact on the policy implementation of village-level river chief in the western region which is established late and of public browsing-type participation. Further mechanism analysis found that technology embedding can influence the policy implementation of village-level river chief through three intermediary channels: strengthening the supervision between vertical levels,improving information flow between vertical and horizontal levels,and promoting bottom-up public participation.
