Abstract:Taking 73 policy texts in 31 Provincial Governments as samples and based on the analytical framework of policy tools, policy objectives and actions of policy agents, this paper conducted a quantitative study on the diffusion trajectory of community MSW classification policy and the output information of the policy system. The results show that there are adaptation and coordination problems among policy tools, policy objectives and actions of policy agents of MSW classification. For example, authoritative tools are the main choice of primary policy tools followed by social tools and then economic tools. In the selection of secondary policy tools, the internal structure is unbalanced.There are incoordination of time and space in application of policy tools, significant fluctuations, and different preferences in different regions. Therefore, in order to optimize the selection of policy tools for community MSF classification, we need to make great efforts in giving full play to the overall function of policy tools, maintaining the balance of internal structure of policy tools, and enrich and innovate local policy tools with regard to adaptive equalization and collaborative governance.
