Rural governance is the cornerstone of the modernization of national governance. The current rapid changes in rural social relations and the quasi-bureaucratic tendency of the villager autonomy system are not conducive to the socialization of party politics， and tend to cause the marginalization of the ruling party’s relations and the suspension of governance in the rural sphere. The core of resolving this dilemma lies in the construction of a “two-way integration-rational embedded” for practicing the mass line， with grassroots party organizations as the core. The new method for political party undergoing the mass line in rural areas is to strengthen the internal integration of the party through organizational optimization， elite decentralisation and elite absorption and selective incentives， and then to integrate rural society through a multidimensional rational embedding of organizations， institutions and values which construct mass-based governance resources， improve the governance skills of the grassroots society， and cultivate the political socialization awareness of the village， thereby enhancing the level of rural governance. This article believes that the “two-way integration-rational embedding” mechanism depends on the development of the village collective economy， the activation of minimalist governance， and the support of the construction of rational service-oriented grassroots party organizations.
