Abstract:Settlement decision is not only affected by family characteristics,but also constrained by settlement policies. In 2019,China’s new rural land contract law came into effect,modifying the urban settlement conditions. In this paper,484 questionnaires were used to evaluate the impact of policy adjustment on farmers’ urban settlement,and to identify the characteristics of farmers’ groups released by the new contract law. The research indicates that the modification of the contract law significantly enhances the willingness of farmers to settle down in cities,in which 26.3% of farmers changed their idea and wanted to settle down in cities. The farmers’ willingness to settle down has nothing to do with family land endowment,and farmers pay more attention to the non-economic function of land. The education needs of their offspring has a positive impact on the farmers’ willingness to settle down in cities Families with children’s education needs and strong investment in education are more willing to settle down. In addition,farmers with strong urban viability and high external inclusiveness are more readily to be released by new contracts. The policy inspiration of this paper is that cities should do a good job in capacity expansion with the emphasis on urban education and urban employment so as to improve urban tolerance,promote the integration of newly-settled families into cities,and achieve stable settlement
