Abstract:Resolving “semi-urbanization” and advancing new urbanization requires the integration of migrant workers into cities. Developed regions take lead of the country in advancing “population urbanization”. Take Jiangsu Province as an example. Through a survey on 2,129 questionnaires conducted in 13 cities in Jiangsu Province in 2019,the impact of homestead property gains on urban integration of migrant workers was explored. The study found that migrant workers have a strong willingness to stay in the city,but they are not willing to transfer their hukou to the city. The higher the present value of the property income of the homestead,the more helpful it is for migrant workers to choose to stay in the city and transfer their hukou to the city; the higher the expected compensatory income of the homestead,the lower the willingness of migrant workers to stay in the city and transfer their hukou. It indicates that the impact of homestead property income on the integration of migrant workers into the city cannot be ignored. In addition,the property income of the homestead has a differential impact on the urban integration of migrant workers of different generations. The conclusion of the research implies that the realizable property benefits of homesteads will help migrant workers to integrate into the city,and the expected compensation for homesteads will become the fetters for migrant workers to integrate into the city. In order to promote the new urbanization,the following suggestions are proposed under the “three-rights separation” policy for homesteads. On the one hand,restrictions on the transfer of homestead use rights should be gradually eased and farm house transactions should be encouraged,helping migrant workers to bring their property into the city; on the other hand,it is necessary to expedite the introduction of a paid withdrawal policy for homesteads to prevent the unresolved problem of homesteads from delaying China’s urbanization process.
