Abstract:This study is based on the empirical research on the practice of grassroots democratic autonomy of Q village in southern Jiangsu Province.Through interviews,observation and scrutinizing the relevant institutional documents,it is found that there is no conflict between autonomy and administration in the context of “administrativization” of village governance and the administration has not counteracted autonomy.The practice of democratic autonomy is characterized by materialization of operation,equality in participation and consultation in decision-making.The practice of consultative democratic autonomy in Q village can effectively promote democratic participation and consultation.The research shows that deliberative democratic autonomy originated from the bottleneck of administrative governance and the development of collective land economy.The institutionalization of deliberative democratic autonomy has gone through the process of administrative discovery and cultivation.The experience of Q village is not only of case significance.With the deepening of the bottleneck of administrative means and the activation of collective land economy by the new land management law,villagers and the state will demand democratic autonomy from both inside and outside.Village governance needs to return to autonomy and play the role of consultative democratic autonomy.
