Abstract:Under the political background of environmental supervision,the organizational environment of grass-roots government has seen great changes as represented by the “collusion” structure of environmental governance of grass-roots government being regulated,and environmental governance turning into the central political task of grass-roots government.Based on the case study of the “pollution relocation” in the Z zhen town of Shandong Province,it is found that the environmental governance of the grass-roots government is embedded in multiple organizational logic—the logic of completing tasks,resource constraints,avoiding responsibility and public welfare,which shows the behavioral characteristics of the “bricolage” and “target nesting”.The environmental governance of the grass-roots government shows passivity,simplicity and variability.Environmental supervision has adjusted the organizational structure of the grass-roots government and made environmental governance a strong governing item of the grass-roots government,but the situation of the “accountability and non empowerment” of the grass-roots government has not fundamentally changed.The grass-roots government should reasonably adjust the distribution mechanism of power and responsibilities of environmental governance and establish a fair procedure and public empowerment environmental governance system to form a pattern of government and society participating in environmental governance,so as to truly promote the modernization of environmental governance of grass-roots government.
