Abstract:Improving the efficiency of green water resources can not only effectively reduce water consumption,but also help promote green development and China’s economic transformation and upgrading.Using the SE-SBM model containing the global reference of undesired outputs to calculate the efficiency of green water resources in China’s 31 provinces from 2000 to 2017,this paper discussed the decoupling problem between water consumption and the efficiency of green water resources and economic growth by the Tapio decoupling model.The study found that:1)from 2000 to 2017,the overall average efficiency of China’s green water resources was 0.852,and the overall performance showed an upward trend with an average annual growth rate of 5.39%; 2)from a regional perspective,the average annual growth rate in the eastern region is 6.18%,followed by 5.37% in the central region,4.53% in the western region,and 4.79% in the northeast region; 3)from the perspective of water consumption,the overall decoupling relationship between China’s water consumption and economic growth is weak decoupling; 4)from the perspective of green water resources efficiency,China’s green water resource efficiency and economic growth are mainly weak decoupling between 2000 and 2005,2006 and 2010; the year between 2011 and 2017 is also featured by weak decoupling and the expansionary negative decoupling relationship is outstanding.Therefore,China should accelerate the development of science and technology,build a strict management system,and adhere to industrial reform and innovation to promote the strong decoupling between water consumption and economic growth,and the realization of the expansionary negative decoupling between green water use efficiency and economic growth.
