Village-Group interaction is an effective path to achieve the effectiveness of village-level governance.Since the implementation of village self-government in China,the village-level governance has taken the cooperation on the basis of the division of labor between the village and the group,and realized the linkage under the administrative-autonomous dual governance system.Administrative villages assume administrative functions and give full play to the overall planning function within the villages.The group has the capacity of land distribution,public goods supply and public rules production so as to assume autonomous functions.The village and the group need to share responsibilities and work together to make accomplishments that could not be achieved alone.With the continuous intervention of administrative forces,the autonomous space of administrative villages has been compressed and unable to respond to the demands of governance; the group has been constantly weakened due to the loss of land distribution power,the lack of public goods supply capacity and the absence of governance subjects,thus leading to the failure of village-level governance.The predicament of village-level governance lies in the construction of a benign village-group relationship other than the adjustment of the grassroots governance unit.The western Sichuan Plain,following the village-group tradition for a long period and attaining effective governance results,is of certain enlightenment and reference significance for village-level governance in other places.To realize the effective and efficient village-level governance,the relationship between villages and villages should be reshaped,certain amount of autonomous self-government and a full reliance on the internal resources of the village community are necessary.
