Abstract:As the mainstream paradigm of postmodern public administration theory,the Theory of Public Energy Field proposed by Fox and Miller is of vital referential significance for the transformation of rural governance in China.An interpretation of its concept and connotation reveals that the construction of rural public energy field is the basic orientation of a good governance in village community,and meanwhile an innovative academic proposition in the context of rural revitalization.Assisted by the theory of empowerment,this paper attempts to construct a logical analysis framework characterized by discourse,technology and laws.Discourse empowerment is the chief variable,aiming to break the structural dilemma of grassroots government’s discourse hegemony and grassroots peasants’ political indifference and emphasizing the return of farmers’ right to speak.Technology empowerment is the tool variable,providing a new perspective to understand the relationship between government and society in grassroots social governance and highlighting the construction of network information platform.Legal empowerment is the institutional variable,effectively compensating for the inefficiency of administrative empowerment and propelling the legal construction in rural areas.
