Abstract:Public communication is the hotspot of communication research.Based on the interpretation of communication “publicity”,the digital divide between urban and rural residents is deepening,which could be ascribed to objective factors,such as the uneven distribution of public resources and the openness of communication channels,and subjective factors like urban and rural communicators’ pluralism,subjectivity,media literacy and communication ideas.This digital divide exacerbates the existing problems in rural areas,such as the shortage of rural communication resources,poor communication channels,absence of communication awareness and pool communication capacity.Therefore,measures are needed to revamp the divide so as to guarantee the urban and rural “digital fairness” and endow both rural and urban residents the same equal rights of communication in the new media environment.Rural residents should be encouraged to use communication resources,to approach media,to express and to appeal to self-interest.Rural residents’ media literacy should be strengthened and subjective communication consciousness aroused so as to promote urban and rural digital democratization process.A public,fair and democratic urban-rural communication system could finally be built if rural residents could express,understand,question and criticize information of various kinds in the field of public communication.
