Abstract:Underdeveloped areas in North China are mainly located in the provinces of mountainous areas,with the features like perennial drought,barren land,weak economy and agricultural infrastructure,great disparity between rural and urban areas.New urbanization construction in these areas is developing very slowly.Based on the balanced development theory,this paper first studies the development situations of new urbanization construction in Zhangjiakou,Chengde and Taihang mountainous areas of Hebei province,the representative place in northern China and then deeply analyzes the existing problems and their causes.From the urbanization development pattern of early England,this paper proposes several policy suggestions that it is urgent to take Beijing Tianjin Hebei collaborative development and joint Winter Olympics as an opportunity,adhere to local conditions,strengthen the planning and construction,strengthen the government’s responsibility,broaden the channels of funding,implement policies and measures,foster characteristic industries so as to ensure sustainable development This paper finally calls for the integration of all forces,mobilization of the whole society to fight a “battle group”,with the construction of the new urbanization as the starting point to completely change the underdeveloped areas face.
