With China’s rapid aid to Africa,China has become one of the “emerging” donors on the international stage.Regularization of how to make the policy of aiding foreign countries and manage it has become a new challenge for China today.USA has long been the country with the greatest aid scale in Africa.The evolution of American aid policy is always accompanied with replacement of strict laws andprotocols,which guarantees the continuity of aid policy and system from the macro perspective.The American International Develoment Agency and “Mllennium Challenge Company” are the two core institutions in the aid to Africa,which ensures the scientific nature and transparency of the project implementation and effect of assessment.China has its own strategy and conditional advantage in the aid to Africa,but there are still several big differences in standardized administration between China and USA.Therefore,the development of China’s aid to Africa in the near future should be carried out in institutionalized,scientific,transparent and multilaterally collaborative ways
