Abstract:The Persistent Organic Pollutants (POPs) is of great harm to natural environment and human health.To regulate the POPs internationally,Stockholm Convention on Persistent Organic Pollutants was signed.China is a state member to the Convention,and it shall comply with the provisions of the Convention.However,deficiencies exist in its POPs management legal system,POPs environmental standard system,and pollution damage compensation system.Comparatively,the developed countries have established a relatively complete POPs emission reduction system,and achieved good results.Therefore it is necessary to search for the defects of the laws and regulations on the performance of emission reduction in China and make full use of advances of laws and regulations in foreign countries indepth,so as to put forward constructive suggestions,including establishment of the coordinating emission reduction mechanism,improvement of the POPs emission standards,and establishing the POPs pollution liability insurance system for implementation of Stockholm Convention,and it also provides strong support for soil pollution control in China.
