Abstract:Confronting the phenomenon of deviation of goals in the process of providing public services,cooperatives develop rapidly yet controversially,behind which a core issue on how to adhere to the principle of serving members has been put forward.The theoretical achievements in public economics on the nature,the possibility,the feasibility and the performance evaluation of the public service provided by cooperatives pave a way for the foundation of analysis framework and operation mode.The prospect of cooperatives providing public services depends on the interest game among the relevant bodies including cooperatives playing the role as services producers,farmers as service objects,and the government as the service planner.Therefore,measures should be taken to strengthen the functions of cooperatives to serve members,such as the members’ self-empowerment,the collaborative efforts of support and supervision on the part of the government,and the system construction.
