Establishment of “Happy Village” in Zigui has got remarkable achievement in rural social management and public services.By building the autonomous organizational structure of “Steering Committee in Administrative Village-Community Management Committee-Village Council” and its accompanying operational mechanism,they have explored the hierarchical network governance that caters for rural areas in this new period.For the sake of the decision and coordination on part of Steering Committee in Administrative Village,the guidance and organization by Community Management Committee,the operation by Village Council,and the participation by villagers,the “Happy Village” has formed a multi-level,network-based,community-based model of governance which not only docks the public resources of the county government,the township government and the administrative village in a top-to-bottom manner,but also aggregates,conveys and achieves the interests and needs of the villagers so as to promote the rural social management and elevate public service levels.
