Based on depth interview with migrant workers in Wuhan,this paper first points out that migrant workers are really the “cacuum” groups of public cultural services and then analyzes the status quo of their public cultural life:one is the lack of public cultural services for this “vacuum” group; the other is that their own cultural life is in helpless and desirable condition.There are two reasons for the appearance of such group.On one hand,the government emphasis too much on the overall cultural service method,and to some extent,the internal differentiation of migrant workers is neglected,so that the “vacuum” group’s cultural life is still in a state of emptiness; On the other hand,the group is influenced by their survival and living environment,and the internal demand for cultural life consumption is powerless.Therefore,this paper puts forward five suggestions on how to absorb this group into public cultural service system and improve their cultural living conditions.First,we should clearly define responsibilities and ensure the basic public cultural rights and interests for this group; Secondly,we should face the differences and provide different public cultural service for different groups; Thirdly,we should innovate services and furnish specific public cultural service for this group; Fourthly,we should combine supply and demand and establish perfect expression mechanism for this group and finally we should improve conditions and increase the interior demand of such group for public cultural services.
