Abstract:Based on literature review,this paper points out that there are two modes of organization and operation of public cultural services for migrant workers.One is “organizing the migrant workers”,the other is “the migrant workers organize”.Currently,“organizing the migrant workers” emphasizes the integration of externalities from top to bottom,but its limitations are also obvious.This paper,taking migrant workers in Wuhan and cultural development center of homes for fellow workers in Beijing for example,analyzes the organized public cultural services for migrant workers and summarizes five successful experiences:to refind the sense of belongings through organization and strengthen the interior cohesion,to provide the participative platform through organization and improve migrant worker’s enthusiasm in public cultural services,to integrate the internal resources and broaden the external influence of migrant workers,connect the cultural departments,enterprises,communities and migrant workers through organization and compensate offsetting and deficiency of furnishing public culture for migrant workers.This paper finally concludes that “the migrant workers organize” mode is an interior long- term mechanism and proposes the effective ways to transform “organizing the migrant workers” mode into“the migrant workers organize” mode.
