A new wave of comprehensive reformation featured by the separation between political administration and economic development has been carried out in Nanhai,Guangdong Province in the transitional period.After considering the main factors restricting the contemporary stability of urban and rural community in Nanhai,the paper proposed to enhance its legislation and construction of democratic system,regulate the multi- governance mechanism,improve its construction of basic organizations,clarify position and function of its subjects,improve its party organization leadership,figure out the relationship between duties of the government and the community,and guarantee the administration of communities and the relative public service.To solve the problems affecting stability,a system of reformation is required to secure the right of group members; counterpoise the true point for each village group; legally define the qualification of the member and scope of rights and interests protection; deepen the stock reform distinguishing the member right from ownership of assets; and continue to promote the system reformation in terms of community governance structure after the“political and economic separation”.
