Abstract:The key to solving the issues concerning agriculture,rural areas and farmers depends on the acceleration of the reform in higher education at provincial and municipal level and social construction so as to foster new farmers who are educated,understand technology and know business and management.This paper analyzes the existing problems in the implementation of training new farmers by universities in central cities:namely,the high percentage of landless farmers,their high average age and their poor educational background; double pressures of finance and employment for landless farmers; more social problems caused by landless farmers and the absence in the effectiveness of training landless farmers.Based on the importance of training new farmers,this paper puts forward several countermeasures:further clarifying educational orientation by colleges and universities at provincial and municipal level; scientifically setting up training model for new farmers and diverse talent criteria; exploring the new ways to combine agriculture,science and education; establishing the long-term mechanism for cities to support countryside; pushing forward the legalization of state-owned land management and innovating the management and evaluation of social human resources.
