    摘要:

    “三农”问题解决的关键在于加速推进地方高等教育改革和社会建设,培育出有文化、懂技术、会经营、善管理的新型农民。分析了当前中心城市高校实施新型农民教育培训面临的问题:教育培训对象的“两高一低”状况;失地农民面临经济、就业双重压力;失地农民聚集地社会问题增多;对失地农民教育培训有效性缺失。认为培育新型农民对于破解难题意义重大,并提出了进一步明确中心城市高校办学定位,科学设置新型农民培养模式,构建社会多样化人才标准,探索农科教结合新途径,建立城市支持农村长效机制,推进国有土地管理法制化,创新社会人力资源评价管理机制等有效对策。

    Abstract:

    The key to solving the issues concerning agriculture,rural areas and farmers depends on the acceleration of the reform in higher education at provincial and municipal level and social construction so as to foster new farmers who are educated,understand technology and know business and management.This paper analyzes the existing problems in the implementation of training new farmers by universities in central cities:namely,the high percentage of landless farmers,their high average age and their poor educational background; double pressures of finance and employment for landless farmers; more social problems caused by landless farmers and the absence in the effectiveness of training landless farmers.Based on the importance of training new farmers,this paper puts forward several countermeasures:further clarifying educational orientation by colleges and universities at provincial and municipal level; scientifically setting up training model for new farmers and diverse talent criteria; exploring the new ways to combine agriculture,science and education; establishing the long-term mechanism for cities to support countryside; pushing forward the legalization of state-owned land management and innovating the management and evaluation of social human resources.
