Abstract:The uncertainty, dynamic characteristics and relativity in the connotation of "high-level" makes it difficult to understand what kind of universities should be called "high-level" industrial universities, which has also showed negative effects on orientation practice. The orientation of high-level industrial universities is an inevitable requirement in facing fierce competitive surroundings, the critical thinking in working out its problems and the rational choice in pursuit of sustainable development. The orientation should focus on both the guidance of the government and educational administration department based on their own characteristics , the higher level development , the requirements of serving the national strategy and regional economic development and the stability and flexibility in the process of orientation.
