With the deepening of reform in higher education, innovation of cultural heritage and educational quality in universities have gradually become the hot spots in the society. This paper firstly illustrates the understanding of university from the exteriority, the connotation and the general interpretation; secondly this paper points out that talent cultivation in universities includes cultivation of both students and teaching staffs, a qualified talent should possess characteristics including good philosophy on life and world, belief, bottom line of sense of right and wrong and ethics, and the wisdom. Cultivation of talents in universities should focus on learning, construction of cultural atmosphere, criteria of talent recruitment, process of cultivation. Finally this paper interprets the trends of teaching and scientific research as ball moving up or down.
