Transition in society of China has changed the basis of social management mechanism in traditional rural areas for nearly a century and also promoted the changes of rural social management mechanism.Based on the social basis and organization basis of rural social management,this paper analyzes the formation of rural social order and discusses the extent of how social transition influences social basis and organization basis of rural social management,then this paper puts forward some countermeasures on innovations and perfection of rural social management in the process of transition which include strengthening organization construction in rural areas so as to push forward the diversification of subjects in rural social management,strengthening construction of rule of law in rural areas so as to push forward the basic principle in which law is the main means in rural social management,innovating management concept to push forward construction of social management in which guarantee of right and democratic construction are the priorities and increasing risk management consciousness to strengthen the building of crisis confrontation in rural social management system.
