Abstract:The voting system in International Law is faced with changes in the era of globalization. This study puts forward a point that the consensus voting system is the product of the development of international society after examining its advantages and disadvantages and analyzing the causes of its development. Then, this article explores the foreground of the consensus voting system: with the new development of the voting system, the consensus voting system has shown great vitality and vigor under the influence of the common interests of international society as the “complex interdependence” between countries are becoming more significant after entering into the 21 century, and eventually it will be elevated to the status of main voting system in International Law.
