This paper conducted the questionnaire survey on the status quo of the rural human resource and its development in BaiLi Azalea Scenic Spot.This paper also analyzed the status quo of the rural human resources through quantity,physical quality,education,quality of science and technology,ideological concept and structure of the rurual human resouces.The results showed that several problems existed in the process of developing rural human resource，such as poor conditions in rural education,insufficient investment on agricultural science and technology,backward development of rural medical care and short of consciousness of selfdevelopment by farmers.Finally,it put forward some relevant countermeasures on how to effectively develop local rural human resource.
