This paper analyzes the differences between “the perpetual tenant system” and “permanent stability of land contract relations” which was proposed in The Decision of CPC Central Committee on Some Major Issues to Promote Rural Reform and Development,and explains that the essence of “permanent stability” of land contract relations is the “permanent stability” of the right of operation of land by denoting the “permanent stability” of land contract relations from farmer’s view.Also,this paper reveals the factors impeding the reach of “permanent stability” of land contract relations.At last,we also put up some ways to achieve the goal of “permanent stability” of land contract relations,which include overhauling the system of household register,improving the legal system,establishing the system of rural social security,devoting major effort to developing education and developing supporting measures.
