Based upon the author's long-term practices of organizing the application for the Natural Science Foundation of China(NSFC),this paper mainly focuses on rational reflection on how to promote both the quantity and quality of the applications for scientific fund projects from the perspective of the supported apparatus.According to the reflection,this paper comes up with the conclusion that the attached units should manage its administration of scientific funds in accordance with its individual features.And the approaches to promoting the quality of application are probed from the perspectives of the examination of the form of the application,the standardization and techniques of writing,the re-organization and efficient use of scientific resources and how to deliver the application reasonably and correctly.
