In order to speed up the development of the county economy and reduce the economic disparity between the rich and poor provinces, the experience of the policy "increase power of the county" was introduced from Zhejiang province to Hubei province. These experiences include that the majority of power of economy, society and management is directly given to the county to promote the development of the county economy. This paper employs the method of factor analysis to calculate and compare the synthesis level of the county economy development and analyses the policy's effect.
