The higher education charging system is adopted as an effective measure to solve the problem of systematic resource shortage, which has promoted the educational equality to some degree, while it brought about some negative impacts at the same time. This paper proposes some countermeas-ures to eliminate those negative impacts on the basis of analyzing both positive and negative impacts of higher education charging system on students' educational opportunity equality.
