Since colleges and universities expanded the enrollment in 1998, the running scale of colleges and universities is developing rapidly. On one hand, the higher learning education is changed from the elite education to the popular education, on the other hand, the running resources of colleges and u-niversities are becoming very limited and all kinds of resources have flowed to the field of higher learning education in recent years, which changed the safety management and operation mode in the universities and the safety was highly challenged. This paper , from the study of security situation in the universities, firstly analyzed the advantages of constructing the campus 110 , then put forward the conception of brand extension, thirdly, roughly comes up with several ideas. This paper finally considers that the stability in the universities must be kept , human resources, financial capacity should be guaranteed and the campus 110 should be constructed in accordance with a certain standard in order to create a safe and harmonious campus surrounding for the reform and development of colleges and universities.
