This paper discusses the realizing CSERP system. Through introducing advanced scientific management, and penetrating the safety control into the work level, the weak link of the safety control could be found. At the same time, the early warning and the monitoring of each kind of security problem in the coal mine should be carried out and the best cost of the satisfaction degree of safety should be surveyed, which will help make the correct decision in the coal mine safety management.
